Or, if you just want the space, with no tools or anything, check with your isp. EVERY broadband isp I have ever used has always offered email and webspace services as a "bonus" for signing up with them.

its free, it has ftp, I used it. but now I switched over to paid hosting with ipage.
the sites with this provider are kind of slow, but you get what you paid for(which in this case is nothing) so you can’t expect much, they don’t delete sites, as long as you use them.
