I agree you often get what you pay for, so be careful with free hosts, some even over-sell their servers, meaning there’s too many users for reliable uptime. The FTP Host I recommend, that also allows you to build a website, is at http://www.onlineinstitute.com/ftp-hosting.html
it’s $5 a month if you go yearly, which is pretty affordable, and allows you to connect to FTP with a web browser, or regular ftp software. They also let you setup private FTP folders, so you could give your friends or colleagues their own FTP space to share files.

You can get web hosting for about 2 dollars per month on the cheap side. Keep in mind that those free host are usually here today and gone tomorrow. Search google for web hosting, that should get you started.
